GF thinking of selling her car via FSBO while still having payments for auto loan?

My GF is getting a car from her parents but she has a car she is making payments for to a bank who has the title. She doesn't want to sell it a dealer or carmax. She wants to sell it by owner but she doesn't have the title (since the bank has it). Can she still sell it by FSBO even though she does not have the title? A detailed answer would be greatly appreciated by a thumbs up.

She can sell it. he buyer will have to go with her to the bank to pay off the loan.
