Sure you can, as long as you have enough cash to cover the cashier's check and the fee the bank charges for the check. My bank charges $5.00 for a cashier's check, just to give you an idea of what you can expect.
Yes you can at most banks, however there may be a small fee for it.
Most banks will do this for free for a customer but charge for non customers. If you need a smaller amount get a money order
