with debit card facility to be used over Europe.

hi the truth is i dont know
but
i was once in a country for 8 months and i did open an account of sorts
i provided my passport and i got some sort of savings account
no checks or interest but i could use a bank card and get money from local atms
why dont you walk into a local bank and ask even if they say no try another bank
