Accounts are only flagged if activities are not normal. First the bank will watch it and if it exceeds the recommended limits they will report it to the government. example would be if large sums of monies are transacted each month in a account, either in or out. Banks must report possible tax fraud or evassion.

Bank tellers usually see your account-s when you yourself is making a transaction, or one of your checks is coming in for clearing, (unless they may have a personal reason to be watching your account, which I doubt). On the other hand many a government agencies and or others connected, can and will require information from your bank about you and your accounts. Especially now days.
