Is there a bank that will allow you to open a account even if your in chex systems?

First of all - goto your old bank and pay them what you owe!! They will annotate this on your ChexSystems file. Keep in mind - this often requires CASH (you cannot write a check).

Try http://www.passchecking.com/ - it costs a fee, but I hear it is very helpful.

Yes, there are a few, it is most likely going to be a local bank. Just have to do some research and you will find them.

I am sure there is but I think it might be off shore or Canada or Mexico .
