Can I open a saving bank account in US? I am not citizen or resident? There is no federally law that prevents non US citizens to open a a bank account in USA. Foreigners been opening bank accounts in USA for decades. However, under the Patriot Act, you will be required to provide several legit IDs to open an account such as a passport, your Tax ID number, and so on. Talk to the representative at the bank for more help.
