If somebody died in jan 2000, the bank have just sent her husband a bill from a joint account?

Debts are statuate barred after a period of 6 years, if there has been no contact between the debtor and lender in that period.

The debt is still owed, but it means that the courts can't be used to collect the debt, so if the debtor refuses to pay there is effectively nothing can be done.
That's a pretty long time ago, but being a joint account, the surviving owner might have responsibility. What was the bill for? Was the account closed years ago? Has someone else been using the account. I'd go talk to the bank about it.
Her husband would not be responsible for her bills at this point. The statue of limitation is only 3 years. So, any outstanding debt accumulated before 2004, legally could not be collected.
