Where can I open a bank account outside of the US if I'm a US citizen?

Banks recognize only the nationality of money not of the depositor. Flash your money to them, and they will be more than willing to accommodate you. If however you plan to use your account for payments in the USA then for practical reasons it's better to open your account in the States.
Sorry buddy, you can do it but the department of SS Homeland Nazis will know you did it even if its a numbered account.

If you have dual citizenship -- do it while on vacation... =)
