Let's take the US as an example, but the question is valid for all countries. The Federal bank prints money, people who are in physical posession of physical money have it, that's easy. However, most money exists and moves only electronically... Banks have their independent systems by which they can tell and control the amount of money in the accounts of their cuscommers. But what stops a bank from changing it's data about itself and creating electronic money out of nowhere? The World Banking Organization.... otherwise known as The World Bank. Then, individual countries have their own system of checks and balances such as The Federal Reserve, the central banking system of the United States, which oversees the operation of individual Banks within the country.
