Just write the check out to the person in their name. They'll sign it, take it to the bank, and cash it for the money.

Yes usually - as long as the casher has enough funds to cover the check in their own account. Might be easier at your bank. why cash though? Make the check out to the casher to avoid most problems in cashing it.
ANYONE CAN USE A CHECK MADE OUT TO CASH....THEY WILL BE ABLE TO DEPOSIT IT INTO THEIR ACCOUNT AND WITHDRAW THAT AMOUNT RIGHT AWAY IF THEY HAVE THAT MUCH IN THERE.
