Is it possible for one to be so rich that when he/she writes a check, the bank bounces?

yes it is possible that you could present a large check to a bank for payment and they would not have enough cash to redeem it. they are so used to electronic transactions that they don't keep very much cash money in the bank. 50K would be the most that a bank would have on hand. Many of them only have 20 - 30 K on a given day.
If there is no money in the account.
No, not if he he or she has sufficient funds on deposit to cover the check, although it would technically be possible that if you presented the check at the cashiers window to cash it and wanted cash, it would take a couple days for the branch to get that much together. This obviously isn't something that would really happen.
