When you buy a used car in California from a private party, should you pay taxes ? how?

Yes, you have to pay taxes when it is licensed at the DMV.

They will ask for the bill or sale, title, notification of VIN #, proof of insurance, and prior registration.
They can tax you by using the bill of sale but they may use the noted price in their computer (the KBB price) to base the tax on. You can not register it until you pay the tax, plain and simple. The State will get their money.
When you register and title the vehicle.
