The federal portion is usually held to pay arrears, the state portion (if your state has a tax) will usually go to the custodial parent. Most likely. If his refund was withheld for the sole purpose of child support owed to you, then yes. If there are other children he also owes to, then you will each get a portion of the money. If there are also other debts, the refund may be split up to cover the child support and other liens (back taxes, student loans, etc).
