Taxes are based on income. Thus you should withhold the taxes, before child support garnishment.
I think before, but if you are doing payroll and don't know the answer to this question, you need to either go back to school or look for another job. If you do it wrong and the person is audited, even though it was your fault, they could end up in jail and with some serious fines. You need to find out from a tax professional and then take a payroll class.
Taxes are first.
Child support is not pre-tax. You take the child support from the net pay, after all deductions.
