I am a home owner under the prop 13 tax. If i leave my home to my children will they too get the tax break?

Yes with reservations. Talk to your tax specialist.
Simply put.. yes. Property taxation is based upon sales price of the property. Since you are transferring title and not realizing an increased sales price, your children will pay the same tax rate as you.

btw... the capital records building only pays about $.05 cents a sq/ft because of prop 13. just a little fact I find interesting.
