even tough child support dosent know his ss# they will still find him??

Are you sure they don't know his SSN? When the judgment was placed against him in court they would have had his SSN.

Yes they will. And if he has a debt with the child support agency then any tax that he gets back will go to child support. My ex hasn't done his taxes for the last 3 years for this very reason.
