Is it legal in NJ for State to collect taxes on cigarettes purchased in another State?

Care to expand on the facts?

If you are a retailer and bought another state's cigarettes, NJ will come after you for their tobacco taxes. In doing so they will not give you any credit for the tobacco taxes levied by the other state.

If you are a consumer I do not see NJ spending its limited resources chasing down a chain smoker.

What facts am I missing?
