You should contact your credit card company and let them do it. You will not be involved, and they will not disclose information should they discover the third party.

Call them now if you have not done so. The fraud prevention lines operates 24 hours a day.
Since you bought the item, tell them you didn't receive it and ask for the tracking info. You will be able to see where the item was delivered (most likely where the person lives).
Hate to say it, but odds are you can't.

I suggest (if you haven't already) you immediately report the unauthorized purchase(s) to your credit card company. You're not responsible for purchases made after you report it. The FTC won't investigate any complaints under $2,000, and it's usually to expensive for local law enforcement to extradite criminals across state lines, which is why credit card fraud goes largely unpunished.

I'm not sure where your unauthorized purchase came from, but you can contact either your credit card company or the site on which the unauthorized purchase took place, inform them of the incident, and see if they'll give you any further information. Most likely, there's not too much you can do unless you have some crazy vigilante justice going on. I'm not sure, but I'd bet you can't get much information about the purchaser from the online site on which the unauthorized purchase was made.

So yeah, I typed out a big long message which basically says there's not much you can do. I'm sorry.

Just report the incident to your card issuers as quickly as possible, if you haven't already. Maybe write a letter to your Congressmen asking for a crackdown on credit card fraud, I don't know. It's a shame people can get away with fraud.
The first thing you do is call the credit card company and dispute the charge telling them you did not make the purchase. You might want to have them check and make sure there are no other purchases being made.

A few years ago, someone somehow got my CC number and by the time I realized they were using it, they had registered at about 50 porn websites. All the the porn sites were charging fees and I wound up with over $2,000 on my card.

My CC company was really helpful in getting all of it canceled and off my card. I did not have to pay for any of it.

As far as tracking it, I went to the police and filed a police report, plus my CC company was doing everything they could but to this day, I have no idea who did it or even how they got my CC number.
