Hapend to me belived or not I try To make a payment 2 days be for
my payment wast due and the web side of the company wast up graiting and said to try it later.so I was late wen let me pay
and go from the promotional rate of 3 1/2% to 32%

Yes they can. Just because the web site is down for upgrades, it does not relinquish your requirement to pay your bill and it also doesn't mean they blocked you. I don't think that your credit card company woke up that morning and decided to upgrade. Most companies inform their customers ahead of time. You neglected to care and make a payment BEFORE the system upgrade. Therefor they have every right to increase your APR.
