Can a regular person report an owed debt to a credit bureau? I have a judgment that I am trying to get paid on but am running out of options.

There are 3 credit bureau's you could call them up and ask the question if you dont know the #'s call your phone company directory assistance and they will give you the numbers to call of all 3.
