Can a utility company report you as a late payment to credit bureaus if you are honoring your deferred payment

Problem a coworker is having with National Grid. She has honored her Deffered Payment Plan arranged 2 years ago only to check her credit and find they were reporting her 90 days late every month since she started it. In New York State is this legal or would it be characterized as an inaccuracy on her credit report?

The fact that she's agreed to make monthly payments does not erase the fact that she was 90 days late making the initial payments.
yes they still report it as a late payment no matter if part of a payment was made. if not paid in full by due date it is considered late.
