Can social security payments be attached for unpaid debt student loan or credit card debt?

Depends,

S.S.I. income is exempt from garnishments unless it's from the Federal Government.

So your credit card companies can not touch it, but if your student loans are backed by the Government, they can. Source(s): Finance Manager for over 7-years. SSI.gov.
yes if they have a judgement against you, they can garnish that income. The court will decide how much they can take.

If its IRS they can actually take 100% of it, but they usually dont. They will normally take 40-60% depending on what you owe.
