No, for the same reason you can't purchase auto insurance if you plan to total your car and buy a new one. There is simply no reason for a company to pay out more in benefits than it earns in premiums.

You can, however, finance your cosmetic work with "health credit cards" such as Dental Fee Plan and Care Credit. Or, save up the money before you start.
