They use computers for everything from license plates, registration, tickets, personal information, criminal records, GPS, tracking police cars, tracking stolen cars with LoJak (They usually have an onboard computer for that) The court rooms and other businesses you mention use it for Accounts Payable, Receivable, outstanding debt, and other resources that fill in quota information. They also use computers for payroll, figuring out taxes and overtime.
