During Genesis time period (In the beginning when god created man) there were no houses (big cities) for they made lean to shelters (trees and branches stacked on top each other and weaved into a tree) to keep them cool. They also lived in caves (holes in the mountains).

If and when it did rain, the bible times did not have insurance (insurance agencies) for floods The earth only flooded once and that was God's doing. After that God gave us a rainbow sign (insurance of him never to flood the earth again) and promised to never flood the earth again.
