Are per diem employees of the Department of Veterans Affairs eligible for group health insurance?

Refer to this page on the OPM web site, which may answer your question:

http://www.opm.gov/insure/handbook/fehb0...

Alternatively, ask the VA benefits folks, since each agency determines eligibility for its employees.

I hope this helps.
Probably not. Independent contractors are paid better for their work but the trade off is that you don't get the same fringe benefits given to full time permanent employees.

But since this is the Federal Government we're talking about. Nothing would surprise me in terms of giving out better benefits that what is necessary.
