Are the Insurance company evil, putting the price on health care? Does this hurt doctor salaries alot? fair?

Is it fair that doctors cannot choose how much to charge for certain treatments. As a result doctors now try to make up for the little amount of money they are allowed to charge, by only spending 15 mins or less with each patient. What should the goverment do to help doctor salaries and improve health care?

The insurance industry is not evil. The government forcing people to buy insurance is. It takes away competition in terms of quality and price.
they will continue to do the same nothing that they have done for years.
