Why can't I get Kaiser insurance if I'm not in their area if I am willing to commute to receive health care?

I live outside the covered are for Kaiser health insurance coverage. Why can't I get covered if I am willing to commute to receive health care?

If you are outside their area, they are not licensed to provide Insurance to you, whether you are willing to commute or not.
It is required that you live within the service area. If they were to accept you, they could have big legal problems.

It has to do with the federal health commission an a few other things.
If you want Kaiser insurance, you MUST LIVE in an area that has a Kaiser office near your home. They don't care about commuters.
