What is the best health insurance to get for a person that's 21-25?

That question is impossible to answer here. Health insurance companies do not write in every state and the plans may be different in each state. For example, Blue Cross plans in my state my be completely different from Blue Cross plans in your state.

You should visit a local independent agent. This person knows the market in your area and can find a policy that is best for YOUR situation and they don't charge any extra for the service.

Don't bother going to those links that the other person provided. Unless you get healthcare through your employeer, any type of healthcare coverage is expensive especially for anyone 21-35. The average coverage is 150 (ie Bluecross), but there are so many loop holes they use to avoid covering you. Just because you have a medical issue doesn't mean they have to help you. You pay hundreds of dollars a month just to be turned down for help. A friend of mine has developed a heart condition that his heath insurance refuses to cover. They claim that its a pre-existing condition. Even though he was on the track team in hs and we played basketball on the weekends (till the heart problem). They basicly sent him a letter saying, "you can't prove it, pay the 12,000 bill your self". If he wants to fight this he'll have to have a specialist for a huge fee confirm the condition was not pre-existing...and since he is going to college and taking care of his daughter on his own he is literally screwed. He has since dropped out of college to work at Target to obtain their healthcare (which will be a year). But now he can't even pay rent with the crappy pay at Target. God bless America.
I've called insurance companies after I lost my fathers military health coverage (which is socialized medicine and it was 3x better than any civilian crap i've received).

You buy into a plan at a super low cost with fixed benefits that will cover the typical activities and preventative care of a healthy person. Then, if something catastrophic happens, you have the option to get additional levels of coverage, even AFTER the event. A healthy male 25-years-old (and under) would pay under $100 a month for basic coverage.
