Very little. I dont know the actual percentage, but I can tell you as an ex federal employee I had $126.00 withheld per paycheck for health insurance. I don't consider that a small amount.

This is a budget number in the billions of dollars.

The federal government is self-insured for its employees healthcare....so it doesn't really 'contribute' toward its employees insurance....it IS the insurer....so what really happens is the employee pays some of the costs and then the government just picks up the cost of the healthcare as a budget item.
