My Homeowners insurance requested my Certificate of Insurance from my Business General Liability.Why? Legal?

They are probably trying to find out if you are running a business from your home and they are trying to clarify what risk they will include in your HO policy and what is being covered by your CGL policy. They don't want to duplicate coverage and they certain don't want to pay if they can find some other policy to pay.
Its perfectly legal. Like the other responsder stated, They are checking the status of your business as it pertains to your home. Do you run a business from your home? If someone associated with your business..workers/customers were to be injured on your property then that should be covered under your business insurance and NOT your homeowners insurance. You can insure some businesses under your normal home insurance with a rider.
