From experience, Alabama is a very expensive state for HO insurance.

Hurricanes in the south, Fraudulent arson fires in the north and a court system ripe with corruption and plaintiff friendly judges and juries.

The state is trying to crack down on fraud and tort refrom but little can be done for at least a generation.

Until then, there is little competition in the state and rates are similar across the board.
It's all relative. Go to a local, independent agent to get several quotes from different companies.
I've worked in insurance in Alabama for the past 20 years, I think the rates are very affordable, Do you have a problem that makes your rate more expensive? All in all, the majority of companies
have very similiar rates.
