Yes they do.

I was just there and a pretty popular bumper sticker says "No taxation without representation."

As you probably know, residents of D. C. are not allowed to vote in national elections.Yes..it's a controversy since they have no vote in the elections etc...
If you can handle DC everyday you really shouldn't have to pay federal taxes, but it depends on your job.
Yes they do, including the President & VP.
