What law is there that I need to pay Federal Income Taxes? The 16th Amendment sanctioned both the Federal income and corporate income taxes. This made it legal for the government to collect income taxes. The finer points of the tax code were hammered out later by the politicians. The Laws of the United States are referred to as the United States Code, and are grouped into 'Titles'. For example, Title 25 is on Indians, Title 17 are the laws regarding Copywrites. Title 26 of the United States Code consists of all the laws regarding taxes collected by the United States, often referred to as the Internal Revenue Code. From there, the Title is divided into Subtitles, Chapters, and Subchapters, until you reach sections, which are the actual text of the law. For example, Subtitle A covers Income Taxes. Subtitle B covers Gift and Excise Taxes. Section 1(a) is the law that imposes an income tax on individuals and the rate at which they are taxed. Section 11(a) imposes an income tax on corporations and the rate at which they are taxed. Section 6011(a) contains the law requiring returns to be filed.
