Where can you find information on the "Heritage Exempt" law to file exempt from paying income taxes?

There is such a law. However, it does not apply to individuals but to property. A piece of property has to be determined to be of historical value.
There is no such federal law. Whether one or more states have laws of that kind, I cannot say. However, more than likely, the source you heard it from is a con artist, tax scammer, or tax protestor, all of whom land in jail eventually.
I think if you are a member of an Indian tribe,you are allowed to do this.
