Why does U.S. Govt. not obey U.S. Constitution by taxing income directly without apportionment?

1st ammendment clause 9: "No direct tax without apportionment" also it says "No Capitation".Our Govt. refuses to obey its own supreme law. The U.S. Constitution is the supreme law of America and as such the Govt. needs to OBEY all of it !!!!!

Amendment XVI to the Constitution
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration.

The only way to over-ride something in the Constitution is by a Constitutional Amendment. which they did with this amendment in 1913. Source(s): http://caselaw.lp.findlaw.com/data/const...
Are you an American??? Read your history and get your facts straight.
i have 2 words for the govt on taxes....FLAT TAX .....no deductions..no loopholes...everyone pays their fair share...
Because they can... Because our government mis-spends and therefore always has to look for new taxes to fund itself.... Because we the people allow it....
I'm taxed on what I earn, what I save, what I spend, what I own....
I'm for flat tax too!!!!
Americans have appointment. They are the elected representatives.

On the other hand, the no taxation without representation cry of the revolutionary war was the search for WMD of the day.
