Living Abroad no income - file taxes?

We live in Germany. I am a US citizen. My husband is a German native and American Resident (or was when we were living there). I have no income to file for 2006. My husband has some, but paid taxes to Germany. I still own our house in the US. My parents pay the payment and live in the house. Can I/Must I/Should I file taxes, and if so, how? Please help!!

You should contact an accountant. Most german accountants will be able to find this information for you but the fact is that you have a number of different things to consider and one single answer isn't necessarily going to help you, in fact it's more likely to come back and haunt you. It would do no harm to call the IRS either and simply put the question to them.
You have to have income from a US source in order to be required to pay US taxes on it.
Most US Embassies keep lists of licensed tax preparers. Call and find out who is in your locality. My gut reaction is that you do not have to file, but it might be useful getting to grips with US/German taxation and how they interact so that you can plan for the future.
