The "Basic Personal Amount" in Quebec for 2006 is $9,555, so under that amount there will be no Quebec taxes due.

The Federal "Basic Personal Amount" for 2006 is $8,839.

So, as the Federal amount is lower, the maximum income a person can earn in Quebec before paying income taxes on it is $8,839.

This assumes that the person is not eligible for any additional income tax credits or deductions. From your question we don't know if that's the case or not.
