Before Income Taxes were created , how did the government run? |
And, why could they not run without taxes now? By collecting property taxes. Because the expenses now far exceed the amount collectable through property taxes, and millions of people do not own property so the potential revenue from them would be lost. Better!! Taxes were started to pay for war etc. There were always some taxes on goods, but income tax came much later. Legislatures and congressmen used to be regular people with jobs other than making money off the people. For instance they had their own farms or businesses and were doing the job to serve their country instead of to make money off of it. They ran off of tariffs. They could not, tariffs proved to limit commerce. Everything would have to be pay as you go, fee based government. We would have a poor defense system, truly volunteer and local governments would have to tax at a much higher rate Taxes have been around since biblical times. The first known system of taxation was in Ancient Egypt around 3000 BC - 2800 BC in the first dynasty of the Old Kingdom. Early taxation is also described in the Bible. In Genesis (chapter 47, verse 24 - the New International Version), it states "But when the crop comes in, give a fifth of it to Pharaoh. The other four-fifths you may keep as seed for the fields and as food for yourselves and your households and your children." Joseph was telling the people of Egypt how to divide their crop, providing a portion to the Pharaoh. A share (20%) of the crop was the tax. While not money, the idea is the same. Before that no government in a real sense existed like today. There were more informal tribal systems by where time or possesions were given. Taxes are necessry for income distribution and to provide basic levels of care to all. Furthermore, they finance the people in charge (government) of these services.
