ABUSE - Having a valid, legitimate claim, but later on, taking advantage, or "milking it" for more benefits. FRAUD - making a false statement to intentionally mislead the other side into accepting your claim and / or paying benefits that you would not have been ordinarly entitled-to HAD THEY known BEFOREHAND about the misrepresentation. In other words, cheating to get benefits. Your question appears to be a moral one. IF you take a religous approach, then the answer would be "yes", as it violates 1 of the 10 commandments. Well, fraud increases the premiums that everyone has to pay, so essentially you are stealing money from your neighbor's pocket. YEP! Fraud is stealing..so it's a sin.
