if he is on inactive duty, probably not . . .

Last I heard they were opening tricare to all reservists and their family members for a minimal cost. Have you husband ask his NCOIC
You should be able to. You need to check your paperwork and/or contact the benefits office. If you have a military ID, and are able to access the base and the Px, then you should have no problem getting insurance for the family especially if your husband has insurance.
