Is it normal for an insurance adjuster from an accident to ask for your entire medical file not just accident

It is normal to ask for additional med records PRIOR to accident if the records will assist them in offering and paying a fair settlement to you.

For example, if you had a pre-existing condition that was aggravated as a result of this loss, if you had prior surgery for an injury that resolved and now you're having to have the same surgery again as a result of this accident; if you're claiming injury that on the surface doesn't appear related to the car accident but prior records will show it is related, then yes it's very appropriate.

Yes. They are checking for history of similar cases. It is simply a measure to help detect people who commit insurance fraud.
Only if you're submitting a medical claim. Insurance policies only cover damages from individual events. His asking for your complete medical history is allowing him to rule out any pre-existing conditions which an insurance policy would not pay for. In absence of any previous similar injuries, the evidence would indicate that your injury is indeed from this event, and the insurance company would pay. If there were no injuries from this accident, the only reason I could see him wanting your complete medical history is to see if you have any medical conditions which might have contributed to the accident. Normally this wouldn't come up, but if anything was said or mentioned that a medical condition might have had something to do with it, he would look into it. Remember, an adjuster's primary job is to investigate all aspects of the claim.
