Should money be sent to online bank?



I am offering assistance to donate some money to the poor. The online bank is in Madrid, Spain. So, I have to send US dollars 2,500/- for opening a regular account.
The Bank has yet to send an application to me and inform me the service charges and also atm or credit card facilities available.
In the circumstances another person who is introducing me to this bank is in US. She is the donor and wants me to open an International account. So, please guide me about the Bank accounts opening process in Madrid, Spain

In general, you should be very wary of anyone suggesting you open an overseas account - it's most likely you're getting scammed - especially with a minimum $2500 opening deposit.
This is a scam.
You need to be careful about international banking. this could very well be a scam. I know that there are needy people in other countries, but if I were you I would use a well known source to donate my money for them, not an online deposit to a bank so that an unknown person can come and get it for god knows what. People everywhere everyday take advantage of those like you with big hearts. please rethink your strategy. There are people right here in America that are poor and you could personally help them and know that your money is being used for what you intended. Good Luck!!
