How do I contact E*Trade Bank online?

I live outside the U.S., And I have applied to E*Trade bank account, they sent me an email telling me that they gonna send me my welcome kit in 10 days. If I don't receive it in 10 days, I should contact them at: service@etrade.com.
I didn't receive the kit until now. it have been 15 days.
I tried to contact them at the previous email many times, but they kept reply me with this "we cannot process account-specific requests through unsecured email". "To send a secured request to E*TRADE Financial please log into your E*TRADE Securities account, and click our 'Help Center' link"
I can't do what they asking because I didn't receive the welcome kit, which contain the login information.
Anyone have any information that can help.

You should be able to establish an account online. Once you establish your account with a password you should be able to comply with their directions.
