Can I get insurance to cover me against claims from neighbours if building my extension damages their property

I am planning a large single storey L shaped extension for my house. The walls go right to the perimiter and there is only about 1 metre between my neighbours house walls and the walls of my proposed extension. I have rang my home insurer, who gave me the run around for 30 minutes before I finally conceded defeat. They said that the builders insurer would cover damage and that if they would not the neighbours insurer would, but I am aware that as the homeowner I am personally liable for any damages that occur.

Yes; it's called builder's risk insurance. Don't proceed wihout it.
this is a question that you should ask of your builder or architect who drew up your plans, the architect should have taken this into account when he drew up the plans, and the builder should have adequate insurance to cover any damage that is caused by any work that they carry out. if they are unable to answer the question with a possitive answer get advice from your local citizens advice beaureau before proceding.
