it likely that another property has your drainage running through it without the necessary easments granted to your property, which is why you need indemnity to cover the eventuallity that the line may become disabled through the other home owner.
If you are in the UK I think it is because the householder is responsible for all water/sewerage pipes etc, that sit within their boundary.

Utility companies slipped it in a few years ago. Nobody really noticed until home-owners started to be faced with massive bills when their external pipes and drains had problems.
