When the withholding laws were enacted, the theory was that the taxpayer would contribute through it just enough so they wouldn't owe anything or get anything back. Over time, that has changed a great deal.

Depending on your income, your withholding will probably cover whatever your tax liablility is. You may even get a refund--wow!
Depends. If you "withhold" a sufficient amount (to cover your taxes), you may even get a refund, as was stated earlier. If not, the difference is required when you file your tax form. Payment is via check or credit card.
