No, you have the option of registering your vehicle so that no matter who is driving and what age they are, that they are covered if an accident occurs. Or you can tell your insurance company to only insure your car for people who are over 35 etc.

No. Depending on the insurance, the customer can add x amount of names to be covered on that particular insurance. You do not have to provide an affidavit regarding car insurance. Customers can also have different insurance policies for different drivers in their family. It just depends on whether or not the cars are for personal or business use.
However, this is not to say that a "friend" is covered, if the car is borrowed. If this happens and there is an accident, it's highly unlikely that the insurance company will be thrilled to cover an accident when an uninsured person is driving that vehicle during the time of the accident.
