NY, Cali, NJ . you have to reside in the state you are being insured in I don't know which 3 states have the lowest auto insurance currently, but Insurance.com has an article listing the Most/Least Expensive states in 2005. Insurance.com also has a page that lets you find insurance information state-by-state. Just FYI, a few states don't have information posted yet. Rural states tend to have lower rates because insurance companies anticipate there are fewer accidents in states with less congestion and fewer drivers. Since insurance rates are generally based on where you live, it really shouldn't matter whether you have a driver's license in a state with lower insurance rates. Your rate won't be based on which state issued your driver's license but on the rates where the insurance company expects you'll be doing the most driving -- generally where you live and work.
