It is a good idea, so that locations of people could be done quickly. But some people look at it as a violation of human rights.
India badly need a system wherein all the citizens are issued an ID card which can used for multi-purpose, including the one you mentioned. Issuing a card is not a one time affair, because people are born and dying every moment. It requires a well-oiled machinery to attend to this work, on a permanent basis. Take for example, the EC's attempt at issuing the ID card. Only very few States have made some progress. There are still a number of States who are lagging behind in this respect. Financial constraint is one problem and the will to keep the machinery in tact for doing this work on a permanent basis is lacking.
